Project Description

The City of Bisbee (City), in partnership with the Arizona Department of Transportation (ADOT), Cochise County, and Bisbee Bikeways is conducting a study to perform planning activities necessary to define and prioritize investments that create a connected and safe shared-use path network within and surrounding the City. The expanded shared-use path network will provide several benefits to both residents and visitors by improving community-wide connectivity, increasing public safety, providing alternative transportation options, and enhancing health and wellness.

Project Limits

This project will include a regional active transportation network totaling approximately 27 miles of on and off-road pathways that will improve efficiency, safety of travel, and mobility for vulnerable road users of all ages and abilities to include a regional connection to the conceptual Sun Corridor Trail that stretches from Douglas, AZ to Las Vegas, NV.

Project Schedule

2025

January – February

  • The first TAC meeting (project kick-off) was held January 13, 2025, and attendees included representatives from the City, Bisbee Bikeways, ADOT, Southeastern Arizona Governments Organization (SEAGO), Cochise County, and Naco.
  • A Public Involvement Plan will be created, and the existing conditions review and analysis will take place.
  • TAC meeting #2 will be held.

March – July

  • The first phase of public involvement will take place during the month of March and will result in one public meeting and a summary report.
  • Recommendations will be drafted based on the conditions review and analysis by the end of July.

August

  • The second phase of public involvement will begin with public meeting #2 mid-month and end with the creation of summary report #2 by the end of August.

September – December

  • Final network and facilities recommendations based on the engineering analysis and input from the public and key stakeholders will be created. These recommendations will include a map of the proposed shared-use path, a cost estimate, and funding sources and strategies.

2026

January – February

  • The final report and executive summary will be completed by the end of February.

Public Outreach Opportunities

  • Round 1 of public outreach will focus on describing the existing conditions, explaining the project’s work tasks, and getting input on desired future outcomes. The anticipated timeframe is March 2025.
  • Round 2 of public outreach will focus on identified pathway improvements/locations, alternatives, and future next steps. The anticipated timeframe is August 2025.

Funding

  • In 2023, Bisbee Bikeways received a grant from ADOT for $641,000 to fund a feasibility study for the network of pathways from Bisbee to Naco.
  • The project consultant will prepare a funding strategies matrix that will identify, compare, and provide key funding and timeline considerations. They will evaluate implementation potential through capital programs and budgets, state funding sources (e.g., Transportation Alternatives, regional funds, etc.), and federal sources (RAISE [Rebuilding American Infrastructure with Sustainability and Equity], Surface Transportation Block Grant Program [STBG], Multimodal Project Discretionary Grant [MPDG], etc.). Additionally, opportunities to leverage community sponsors and buy-in will be provided through case study examples from other signature path efforts.
